Sidewalk Safety: Sewer Manhole Repair Program

Harris County Municipal Utility District No. 419 (HCMUD 419) is committed to maintaining safe and accessible sidewalks throughout the District. Over time, sanitary sewer manholes located in sidewalks may lift or shift, creating potential tripping hazards.

The District is actively identifying and repairing these manholes as part of the Sidewalk Safety: Sewer Manhole Repair Program.

Reporting Lifted Manholes

Residents are encouraged to report any observed issues through the BWA Connect app by Monday, September 29, 2025.

When submitting a report, please include:

  1. The address of the manhole.
  2. A photo of the cover clearly showing the word SANITARY.
  3. A photo with scale, using a ruler, tape measure, coin, or another common object to demonstrate the height difference.

Repair Criteria

  • Only manholes labeled SANITARY will be addressed by the District.
  • Manholes labeled STORM SEWER are the responsibility of Harris County.
  • Repairs will be considered when the cover is raised more than ½ inch.

The District appreciates residents’ assistance in reporting issues to ensure the safety and accessibility of sidewalks for all members of the community.
