
As we wrap up the year and welcome the winter season, HCMUD 419 would like to share a few important updates, reminders, and safety tips to help keep our community informed and prepared.

HCMUD 419 has officially completed its transition to a new water operator: Si Environmental.
The transition began earlier this fall and was fully completed on October 1, 2025. Si Environmental now provides all day-to-day operations, customer service, maintenance, and emergency response for the district.

For 2025, HCMUD 419 adopted a total tax rate of $0.79 per $100 of assessed value. This rate is made up of two components:
Debt Service Rate: $0.57
This portion funds the long-term debt used to build the essential infrastructure that serves your community—such as water, wastewater, drainage facilities, and roads within HCMUD 419.One of the primary purposes of a MUD is to finance this major infrastructure upfront rather than folding these costs directly into lot prices. This approach helps make new homes more affordable by spreading the cost over time instead of requiring developers or homebuyers to pay for all infrastructure at the outset.
Maintenance & Operations (M&O) Rate: $0.22
This portion supports the District’s ongoing operations, including system maintenance, routine repairs, administration, and regulatory compliance.
Together, these components make up the $0.79 total tax rate that appears on your property tax bill.

Temperatures can drop quickly during Texas winters. A few preventative steps can help protect your home from costly freeze damage:
- Insulate outside pipes, backflow preventers, and hose bibs
- Disconnect garden hoses
- Wrap all exposed faucets
- Know how to shut off your home’s water in case of emergency
- Turn off your sprinkler system—frozen irrigation lines are among the most common winter repair issues

Shorter Days, Darker Mornings
As daylight hours decrease:
- Drive slowly through neighborhoods
- Watch for pedestrians and school traffic
- Turn on porch and landscape lighting during early morning and evening hours

This time of year, we often see an increase in porch pirates. Help protect your deliveries by:
- Using package lockers or pickup locations
- Asking carriers to place packages out of direct view
- Using doorbell cameras or motion lights

After the holiday season, heavy trash (Wednesdays) will collect live Christmas trees curbside.
Please remove all ornaments, lights, tinsel, and stands before placing trees out.

To keep service running smoothly:
- Avoid street parking on trash days
- Keep trash carts out of the roadway
- Trim vegetation that may block trucks or delivery vehicles

Clear address numbers help delivery drivers—and, more importantly, emergency responders—locate your home quickly.
Please ensure your house numbers are:
- Highly visible from the street
- Not covered by holiday decor or landscaping
- Well-lit (or at least visible) at night

Winter is the time to deactivate irrigation systems. Turf grasses are dormant, and running sprinklers during freezes can create icy sidewalks and damage the irrigation system itself.
